You get what you pay for, the old saying always rings true.
Our most precious possessions are our kids, like having your most critical organ attached to you invisibly, they are that important.
You wouldn't let just any doctor operate on your heart or your brain, so why would we allow just anyone to teach our kids?
Children spend a great deal of time at school, almost as much as they do at home and so we should be very picky about who they spend that time with, for experiences in time are ultimately what influence our genes.
The first step to ensuring better quality is ensuring higher pay, this much is self-evident. The more expenditure given, the more scrutiny towards qualification should ensue...and more highly qualified applicants will apply, which is key. And further, certain thresholds of pay exist which separate class norms, $100K per year is the usual divisor between middle and upper-middle class, ensuring the added benefit of ingrained affluence for society to pass down to itself, a critical feature of increasing progress and symmetry with the natural flow of time.
Having top notch teachers in public education would be almost more important that the other major ideas of Texit. Results would return within a short amount of time, perhaps 10 years at most, and I suspect would be significant. Education is the gift that keeps on giving and as time went on, our society could become a drastically improved place. Give a man a fish feed him for a day, teach a man to fish, feed him for a lifetime.
The same goes for the Police. Police officers are already considered an administrative class, which means that they in many ways are above the average citizen, and their salaries should reflect their social position. By mandating Officer salaries in the bracket just above the common citizen, the middle class, we would ensure congruity and encourage a better police force, which would mesh well with the status quo and the call of duty.
By following such a requirement, we would ensure that the best of the best take the helms of our stewardship. This would also encourage more educated individuals to be granted these positions and eventually only those with the best credentials, such as degrees would be in these key jobs.
