A Total Revamp of the Penal System (work programs, etc)

The jail system has become a revolving door, which is becoming more like a revolver pointing straight at us.

Gangs and gang related violence are fueled by the penal system, which overburdens the police, creating cultures on both sides which polarizes society, dividing it for the wraths of nature to ultimately conquer.

Lots of issues these days can be traced back to heavy metals poisoning by Thimerosal/Hg and Mercury amalgam fillings, but besides that there are still underlying issues related to crime which still cause problems with the current structuring of the penal system.

A major empirical issue with criminals can be traced back to education and work experience, which no doubt has been interrupted by the penal and CPS systems--severing old routes of wisdom and family lessons.  Good work habits and education are sacred things which classically are passed down from parent to child.  Broken homes and bad family situations can lead to individuals with broken tradition who just don't have good role models, who so tend to develop poor life skills more slowly, which of course leads to more crime.  With the penal system not focusing on the root causes, individuals can get trapped in vicious cycles, like cold, hard logic focuses all of societies evils on as many perfect members as possible in order to inflict the best harm type stuff, causing the most detriment to all, per capita, as it were.

With simple programs in our jails and prisons, much of this can be avoided.  Some of these programs do exist in prison in minor aspects, and there has been much success associated with them...and so they should be expanded!! 
 
Inmates who are sentenced with extended stays or who are chronic visitors should be put through mandatory evaluations for aptitude in arithmetic, reading and writing...Heavy Metals/Thimerosal poisoning evals going without saying.  Jails and prisons should have mandatory classes for individuals who are not basically educated, in order to forcibly bring them up to speed.  Inmates who are not skilled in very basic education should not be released until they pass and if they can't, there would be the necessary records to determine the how's and why's of an adults mental health status and proper treatment and more effective rehabilitation plans to be made, perhaps allowing society to develop better outpatient programs to better work, house and educate such individuals as long as they comply with community service and education building tasks given to them part time, yet though would face stiffer penalties from illegal profits or basically getting into trouble, in return for being partially subsidized and relieved from the full onslaught of a society in a turbulent burn-up...this is all in an imaginable future where drugs, technology and government are more tended to, where we would have protocols to allow more successful individuals to partake in more of life's libations, more responsibly, mind you--using drugs and evil pleasures to drive life forwards instead of backwards...how it should be, and the only way one can every actually, scientifically, energetically, psychologically/logically enjoy them. 
 
The above could be a way to ensure that people who can't do math still have a place, a role, and truer social security all around...right now, we just hand out disability checks to anyone who gets committed for Bipolar Disorder, and we really have no clue what that is anyway.  My knowledge would indicate moreso that ramifications of psychological abuses stemming from simple misappropriations of simple laws surrounding us which just so happen to affect a huge amount of technical property are to blame, which human decency just so happens to rely upon, duh...that those obvious symptoms are being generated by our affects, and not the other way around...the same would go for Hg/Thimerosal poising, which accounts for the vast majority of cases...once again, just another simple material situation manifesting in the human condition causing stress until it is properly rectified...not from issues within the actual person, necessarily, if there even were such a thing. 
 
Anyway, massive government subsidized demographics who failed the 6th grade shouldn't be allowed to dedicate government income to investments in crime, and party on taxpayer money in their SS checks, displacig more inured genes, and then get behind the wheel of a very big, fast, expensive vehicle on those drugs...matter of fact, with the finer resolution of an eGov style system, MH evals could be barred from owning vehicles above certain costs, below certain safety standards, within acceptable thresholds of performance and weight, and with more accurate/broader driver intoxication sensors, in order to minimize major accidents, of course, but sheerly, really to force society to stay educated, and blow up the easy way.  It's worth it to cause a little discomfort in teaching man to fish instead of him robbing you later for yours and your family's.  Jails/prisons should have programs to teach inmates basic work skills such as OSHA and CDL certification classes and have more serious classes and videos showing young men basic work skills, such as how to move heavy objects or work in hazardous conditions with large equipment...even things like basic cooking and chemistry classes would be a very good thing for the richer classes to ensconce into convicts, because likely one will end up behind the grill or the counter after rehab...and heaven itself is built upon the divine. 
 
Jails/prisons should be rife with mandatory education programs, and I would even institute mandatory PT in there too, just to add salt to the sweet bitter, compelling all to steer clear and listen to their mothers and fathers.  Most hot headed young men need some good exercise and a good lesson anyway.   Honors performance in prison college programs, which are already offered by many colleges in most prisons should be put into the legal code as a stipulation of granting parole sooner, and stellar enrollment in jail associate type courses should count for extra credit too, etc, etc..

The prison population, to me, represents a large, free labor source.  Less violent offenders should be able to be tapped for free labor/community service much more easily now that society is more modern, education and standards of living higher and more widespread, and people associated with the penal system being more along the lines of in trouble with mom and less with big brother.  The State should incorporate more programs to use these individuals to perform more tasks in the community with a HUGE expansion of community service to the private and public economy...right now there are tiers and tiers of beds and beds of inmates rotting in jail, taking up lucrative taxpayer money while the military/industrial complex profits immensely as society rides itself down into oblivion.  Most of those fellas are just in there for normal guy stuff like fighting and/or mild drug use anyway and would do just fine cleaning up more trash on the highway, giving good people free car washes, raking leaves, etc.  There is alot of community service that is used these days, but it's just with backroom stuff at public facilities like libraries, doing jobs that really are more there for community service and not the other way around, to come burn off hours on, and is not taken quite as seriously as something that could and should be used on tasks that could really bolster society and make it acceptable to enjoy.  How many times have you looked over at trash on the highway and been distracted not only from the road, but from your dear life and shiu feng on an existential level, doctor?  We see guys picking trash up every now and then and I feel like in the past there used to be more because there is definitely more trash these days and the jails only get more and more efficiently designed and paychecks fatter and fatter keeping taxpayer money in their pockets with people in the jails...they need to be drug back out and given a whole new class of community service options, for all our benefit.  It might upset a fat cat or two for a little bit, but especially the upper class would be back on their feet best after a good spring cleaning, hey, they would match better, right?..it's our job to do that, if only to ensure that they don't cannibalize the lower classes.
 
The main routes in performing such tasks is just how we do anything--with technology.  Government is a tech, jail is a tech, and so when things like electronics, government and jail come together on new tech itself, such as eGov systems, better tech to be will only follow in the win-win, loose-loose, make it-take it laws of life.
 
A vision would be for collars to be allowed to be dawned on inmates doing work, supervisors would of course be given digital interface and command suite with the locations of every worker likely from GPS in the collars, which could be works of the next era of American technology--synced better to supervisors, giving them video feed and voice conferencing, so inmates could communicate with eachother and to them, which would maximize productivity and safety.  If an inmate does not respond to voice comms or vibration, further measures could be integrated into the collar...slow-leech chems could be released to calm workers, or even severely inebriate them to make them less combative for restraint in the case of all but inevitable altercations, and could even go as far as having a tranquilizer injection for emergency scenarios...I'm not saying it'd be totally necessary, hey these inmates would mostly be guys who had unpaid traffic tickets, but such a feature would be a better protection for society itself, so no smart frat kid can fake a trip to jail, specifically just get out on a work detail and run amok through his friend's company's office to scam a multi-million dollar insurance payout from the State.  With a quick flick of the red switch, he could be out cold on the lawn before he even gets in!  Drone and CCTV tech would be a good compliment, perhaps armed as well with new, cost-effective non-lethal tech which at the very least could tell Phil, who neglected to pay his parking tickets and socked his girlfriend drunk where the next piece of trash is...every dog needs a good collar, and so those of us who dog ourselves through American government could be given one.
 
Successful work programs would be more guaranteed by ensuring expansive forced-education and physical training (PT) through the jail/prison systems, requiring these young men and women to finally aspire to and attain basic levels of education and physical fitness before being allowed back into society, where those habits would matriculate.
